No Refund

If Uber will not refund the money, then this will be something that you need to take up with your bank. Your bank will chargeback the unauthorized charges. Therefore the person who used your credit card will owe Uber. They will not be able to use the service again until they repay back the money. In addition, Uber will likely disable their account as well. That is why, if you do know who has been using your credit card, you should try resolving this matter with them before disputing the charges.
